In post-war Japan, a fortune teller has found an abandoned boy in the streets and brings him back to his tenement, but nobody wants to take care of the child for even one night. He thinks that the widowed Otane would be the best person to take care of this homeless boy. However, Otane is reluctant to take care of him. Finally, the boy manages to crack open her hard shells. When the boy runs away in fear of punishment for wetting his bed, she goes on a frantic search. Mainland Chinese see him as "Taiwanese", but the Taiwanese regard him as "Chinese". He is the renowned singer-songwriter Hou Dejian.

Director Ann Hui examines this public figure who, as a result of saying he "didn't see anyone get killed" during the events at Tiananmen Square on 4 June 1989, became the subject of immense controversy. The film includes interviews with activist leaders Zhou Tuo and Liu Xiaobo, who were there with Hou at the time, as well as sequences featuring the subject himself, giving his own version of how he variously stood firm and compromised against the pressure exerted on him by the Chinese government. Subsequently, he chose "deportation back to Taiwan", where he was condemned by the public. In the end, where can he find refuge?

He left his sons Chia-chin (Kao Fei) and Chia-kang (Chien Hsiao-hou) to his friend, Chiptooth (Pai Wen-piao), when he was killed. Chia-chin grew up and kept himself away from the sins although he worked as a floor man in a cabaret. However, Chia-kang mixed with a gang of hooligans and made his classmate Mei-ling (Liu Li-ling) pregnant. Mei-ling's father, the fiery-tempered Inspector Chang (Wang Lung-wei), forced Mei-ling to have an abortion, which led to Mei-ling's tragic death by falling off a rooftop accidentally.
